Establish a Management for the Collection and Recycling Systems of Waste Lubricating Oil

More than 95% of the waste lubricating oil is recycled into fuel oil. However, the Environmental Protection Agency has tightened boiler emission standards since July 2020, customers' willingness to use is impacted. In order to stabilize the waste lubricating oil recycling and treatment system, the Environmental Protection Agency issued a letter in May 2020 recommending the use of recycled fuel oil in non-boiler factories. According to statistics, the sales volume of recycled oil products in 109 reached 54,180 MT, this is an increase of 29% from 41,976 MT in 108. So far, the waste lubricating oil and waste lubricating oil recycling are still unblocked. This project has handled 31 waste lubricating oil source visits. In terms of traffic source, the average life cycle of lubricants for motorcycles and automobiles is 0.21 and 1.14 years, and the output ratio of waste lubricating oil is 92.8% and 87.6%. In terms of industry source, the life cycle of various lubricants is between 0.08 and 1 year, and the output ratio of waste lubricating oil is 74.8%. Based on friendly environment, circular economy policy, and refer to EU's executive experience, we recommend that the EPA can set the goal of promoting the high-value reuse of waste lubricants. By providing subsidies, the EPA guide private companies to build factories to produce "recycled lubricating base oil".If the EPA provides subsidies for 45% of the construction cost, we expect the discounted payback to be reduced from 11 years to 7 years, and the internal rate of return can be increased from 15.3% to 22.6%. This project has worked out related supporting measures, including setting the fee rate and subsidy rate, the schedule, the contents of relevant regulations, the new functions in the resource recovery management system etc. In addition, this project has invited stakeholders, experts and scholars to conduct 7 meetings, and incorporated the opinions of participants into the planning reference.
